Ohio Egress Window Requirements — RCO (IRC 2021)

Residential Code of Ohio (RCO) · Updated to 2024 Residential Code of Ohio (based on IRC 2021) effective March 1, 2024

Ohio enforces the Residential Code of Ohio (RCO) for single-family and two-family dwellings — Ohio’s own residential building code based on IRC 2021 with Ohio-specific amendments. The 2024 update took effect March 1, 2024, following adoption by the Ohio Board of Building Standards. If you are finishing a basement bedroom, preparing a home for sale, or bringing a rental unit into compliance anywhere in Ohio — your egress window must meet all four RCO Section R310 requirements.

An important distinction for Ohio: the Ohio Building Code (OBC) is Ohio’s commercial building code based on IBC 2021. The OBC does NOT govern single-family or two-family residential projects. Residential egress window requirements fall under the Residential Code of Ohio (RCO). Both are administered by the Ohio Board of Building Standards, but your permit application for a residential egress window goes through your local county or municipal building department under the RCO — not the OBC.

The 4 Required Egress Window Dimensions in Ohio

RCO IRC 2021 Section R310.2 — Applies Statewide

Ohio enforces the RCO (IRC 2021) which requires every basement sleeping room to have an emergency escape and rescue opening meeting all four of the following criteria simultaneously. A window that meets three out of four still fails inspection.

5.7

ft²

Minimum net clear opening area (820 sq inches)

24

20

44

Window Well Requirements (R310.4)

When the egress window opening is below grade — which applies to virtually every basement installation — RCO IRC 2021 also requires a window well with: minimum 9 square feet floor area, minimum 36-inch width and projection from the foundation wall, and a permanently affixed ladder if the well depth exceeds 44 inches.

Ohio Egress Window Requirements — FAQ

Common questions about Ohio egress window code, permits, and compliance

Ohio enforces the Residential Code of Ohio (RCO) for single-family and two-family dwellings — Ohio’s own residential building code based on IRC 2021 with Ohio-specific amendments, effective March 1, 2024. All four RCO Section R310 requirements apply statewide: 5.7 sq ft minimum opening area, 24-inch minimum clear height, 20-inch minimum clear width, and 44-inch maximum sill height above finished floor.
The Ohio Building Code (OBC) is Ohio’s commercial building code, governing commercial buildings, multifamily housing over two units, and other non-residential construction. The Residential Code of Ohio (RCO) governs single-family and two-family dwellings. For a residential egress window installation in a single-family home or duplex, the RCO applies — not the OBC. Both are administered by the Ohio Board of Building Standards and both are based on 2021 I-Codes effective March 1, 2024.
Yes. Egress window installation in Ohio requires a building permit in virtually all jurisdictions because it involves cutting through a structural foundation wall — a structural alteration under the RCO. Building permits in Ohio are issued at the local level through county or municipal building departments. Ohio does not have a statewide permit office — contact your local building department before starting work.
Yes. The Residential Code of Ohio requires every basement sleeping room to have at least one emergency escape and rescue opening meeting all four RCO R310 requirements. This applies to new construction and any renovation that creates a new sleeping room in a basement. Ohio home inspectors consistently flag missing egress windows in basement bedrooms during real estate transactions.
Ohio’s Residential Code of Ohio updated to the 2024 edition (based on IRC 2021 with Ohio amendments) effective March 1, 2024, following adoption by the Ohio Board of Building Standards. Permit applications submitted on or after March 1, 2024 are subject to the updated RCO. The four core egress window dimensions under R310 are unchanged from previous editions.
